Plan sets clear path forward for inclusive transportation network
Baton Rouge, La. — September 30, 2020 – In response to community demand, East Baton Rouge Parish has adopted a Bicycle and Pedestrian Master Plan, developed by Arcadis and sponsored by the Recreation and Park Commission for the Parish of East Baton Rouge (BREC) and the Louisiana Department of Transportation and Development (LADOTD). The plan presents a clear path forward for a safe, connected and inclusive walking and biking network in the Parish.
With the onset of COVID-19, commuters and recreational transit users are increasingly turning to individual, outdoor modes of transportation. The plan addresses the needs of all who walk or roll for transportation, including cyclists and pedestrians, as well as those with disabilities, people using e-bicycles or scooters, pushing strollers or others who are dependent on alternative modes of transportation.
“This plan will be a great resource to planners, engineers, designers and public officials as they make decisions on current and proposed projects with the goal of improving safety, connectivity and mobility for our most vulnerable road users. We are very pleased to see it embraced by so many agencies and look forward to seeing it implemented,” said Jessica DeVille, highway safety engineer with LADOTD’s bicycle and pedestrian program.
Arcadis developed the plan in partnership with Toole Design Group, which identified over 100 miles of on-road bicycle routes and over 250 miles of off-road side paths and trails within two complementary trail networks. To ensure the networks directly address the Parish’s needs, Arcadis worked with over 70 community organizations, including local public agencies, universities and advocacy groups, to prioritize equitable outcomes. Informed by direct input from the public and local stakeholders, the comprehensive plan will enable safer, more efficient transportation options throughout the community.
“This plan is the culmination of a truly collaborative effort with the Parish, its residents and community groups interested in making East Baton Rouge a more connected and comfortable place to live for all.
