The challenge

Liverpool is one of the three most cancer stricken cities in England. Merseyside and Cheshire have a cancer mortality rate 76% higher than the European average. The need for better cancer care in the country's North West has never been more urgent. The NHS was critically aware that an upgrade was due on Liverpool's main cancer centre - an ageing facility, too far from the city centre, too remote from key research partners, and with no acute medical or surgical specialities. The NHS had a vision for a brand new state-of-the-art facility in the heart of the city, but needed a partner that could help bring this vision to life.

The solution

It takes time to realise a project of this scale, and Arcadis was initially engaged by Liverpool Primary Care Trust to review requirements and affordability. We were subsequently commissioned by Clatterbridge Cancer Hospital NHS Foundation Trust to explore whether the ideas were feasible and complete a Strategic Outline Case for bringing them to life. This included healthcare planning, project management, and cost advisory services. We then supported the trust in developing the Outline Business Case, including setting up a Programme Management Office and supporting the appointment of a new Director of Transformation to drive the project forward.

    The result is the world-leading Clatterbridge Cancer Centre. Located in Liverpool’s Knowledge Quarter, it's part of a £162m investment in transforming cancer care for the 2.4 million people of Cheshire and Merseyside.

     

    The new hospital delivers a wide range of highly-specialist care over 11-storeys, including pioneering chemotherapy, immunotherapy, gene therapy and radiotherapy. It has leading-edge facilities for bone marrow transplant, diagnostics and imaging, outpatients, day-case treatments, single en-suite patient bedrooms, a Teenage & Young Adult Unit, clinical therapies, and a wide range of support services.

     

    We worked with the Trust to develop detailed clinical specifications for each department. This included scope of service, exclusions, the relationships between departments, models of care, and looking at how patients would flow through the new facilities. These specifications formed the basis upon which hospital design, programming, and cost planning were progressed.

     

    We also led an extensive procurement review and subsequently a two-stage Official Journal of The European Union (OJEU) compliant tender process. The procurement was progressed adopting the principals of the NHS P21+ procurement model, whilst increasing scope for competition and engagement from major contractors capable of delivering large healthcare projects.

     

    We continued to provide cost advisory services as the project progressed, as well as support throughout the construction stage to completion and handover in June 2020.

The impact

Delivering on a promise

Liverpool's first dedicated cancer hospital is a spectacular commitment to transforming cancer care and resetting the region's sobering statistics. Its co-location with key delivery and research partners, the Royal Liverpool University Hospital and the University of Liverpool Medical School, significantly enhances opportunities for life-saving diagnostics, groundbreaking research and early-phase clinical trials of new treatments.

 

Being in the heart of the city, Clatterbridge also reduces journey times and environmental impact for the 65% of patients who live north of the Mersey. In addition, neighbouring communities and businesses are now benefitting from regeneration-focused initiatives. This project provides much to be proud of, but ultimately it's about three things: bringing the best medical minds together, enhancing the patient experience and giving the people of North-West England a better fighting chance at beating cancer.
