The challenge

The Rozelle Interchange provides an underground motorway interchange linking the M4/M8 tunnels, finalising Australia's largest road project, WestConnex. With interchanges built mostly underground, it will deliver 10 hectares of new open space and active transport options in Rozelle, revamping the old Rozelle Rail Yards. The project will provide 29 km of mainline, ventilation and access tunnels and ramps, 12 new bridges, a rebuilt Victoria Road Bridge, four modern cut and covers structures, widening and intersecting works to City West Link, The Crescent, and Victoria Road, significant utility works, maintenance and operational buildings.

The solution

In a joint venture with WSP, JHCPB (John Holland CPB Contractors Joint Venture), and 12 other consultants, Arcadis provided design services for the civil and structural works.

Arcadis implemented digital engineering during the design phase of this project. The team created a 3D model using OpenRoads, a roadway design software, which allows for real-time viewing of the alignment model by all disciplines rather than just geometric design specialists. The complexity and technical challenge required excellence in management across every discipline. The project represented a change in digital engineering, being the first mega project in Sydney to fully embrace a BIM.

    The project-wide federated model assisted the contractor in planning and procuring, providing certainty and minimising potential construction site risks. It also supported the design process to optimise development of the detailed design and avoid clashes between disciplines. Longer term, the federated model will enable the operator to efficiently plan maintenance and manage day to day operations for the life of the interchange.


    The project site of the abandoned Rozelle Rail Yards contained excessive rail infrastructure, waste, and contamination. Our winning tender introduced the innovative and sustainable proposal to move all tunnel ventilation building infrastructure underground, which opened a 10-hectare park area for the community.

The impact

The Rozelle Interchange will bring social and economic benefits through reduced travel times, enhanced access to health, education and job opportunities and new and improved connectivity for pedestrians and cyclists through the Inner West of Sydney.

The new 10-hectare green space - Rozelle Parklands - has an innovative park design incorporating wetlands, picnic spots, play areas, amenities and open fields - transforming an off-limits rail yard into a vibrant public space. The park seamlessly integrates with pedestrian and cyclist pathways, connecting to existing transport links around Victoria Road, Annandale and the Anzac Bridge, promoting accessibility and an active transport network. It will remove tens of thousands of vehicles from City West Link and local surface roads daily.

    As well as enhancing the Victoria Road corridor at Iron Cove and improving the liveability and greening of The Bays Precinct, the project includes the provision of a future connection to the proposed Western Harbour Tunnel - Sydney’s second harbour tunnel.


    The project achieved an ISC design rating of 89 – the highest design score on a WestConnex project to date and will have created over 21,000 jobs by the time the motorway is open to traffic.
